Mazagon Dock Shipbuilders has decided not to proceed with its proposed shipyard project at Thoothukudi

News: Mazagon Dock Shipbuilders has decided not to proceed with its proposed shipyard project at Thoothukudi, Tamil Nadu, citing issues related to land availability and approval delays. MDL had signed an MoU with the Tamil Nadu government in September 2025 for a ~₹15,000–18,000 crore shipyard. The Thoothukudi site is also being considered for HD Hyundai’s shipbuilding project, which could bring another large shipbuilding investment to Tamil Nadu

View: The shift from Thoothukudi reflects the delay in land allotment and approvals, with Tamil Nadu reportedly offering alternative locations that MDL has not yet accepted. Meanwhile, the company has since signed an agreement with Andhra Pradesh to develop greenfield shipyards for ~₹15,000 crore at Andhra Pradesh and ~₹27,000 crore at Maharashtra with at least 1.2mn GT annual shipbuilding capacity each.  The development therefore keeps MDL’s long-term capacity expansion plans intact, but the timing, land finalisation, investment and execution of these projects remain key monitorables
